Starting from nothing, the order is roughly lock, lights, mudguards, then a way of carrying things. Budget about a tenth of the bike on the lock, get lights at both ends, and fit full-length guards rather than clip-ons, because the Glasgow winter runs to about eight months and a stripe up your back gets old quickly.

Puncture-resistant tyres are the upgrade commuters notice most. They are heavier and a touch slower and you will not care, because the time they cost you across a month is less than one roadside repair in the rain and the dark.

Where the bike lives changes the answer. Locked outside all day needs a better lock and guards that will not rattle loose. Kept in an office or a hallway means you can go lighter on the lock, and a bag that works once you are off the bike matters more than one that does not.
